Sunset Shelter Operations Director

For over 60 years, Hocking Athens Perry Community Action (HAPCAP) has worked to empower Southeast Ohioans through transformative programs that address the causes and conditions of poverty. With more than 30 initiatives and an annual agency-wide budget of over $30 million, we offer support in areas such as early childhood education, career development, transportation, community development, utility assistance, housing, health services, and more.

HAPCAP is expanding its commitment to addressing homelessness in Southeast Ohio through the development of the Sunset Shelter, a new emergency shelter designed to provide safe, accessible, and supportive housing for individuals and families experiencing homelessness. The Sunset Shelter will provide more than a place to stay—it will serve as a connection point to supportive services and community resources that help people move toward greater stability and permanent housing.

We are seeking a dynamic, compassionate, and mission-driven leader to join our team as Sunset Shelter Operations Director. This position will lead the opening and operation of the shelter and serve as the primary contact with community partners.

The Opportunity

You will be an on-site, hands-on leader responsible for leading the strategic management and day-to-day administration of the Sunset Shelter, including shelter operations, guest services, staff supervision, safety and security, program compliance, grant administration, community partnerships, and housing-focused service coordination. You will have the opportunity to help build and shape a new program while developing systems and partnerships that will have a lasting impact on individuals and families experiencing homelessness in Southeast Ohio.

         What You Will Do

 Strategic Planning and Program Development

• Lead the development and ongoing improvement of the Sunset Shelter, using community needs, guest needs, and available housing resources to guide program decisions.
• Develop strategies that strengthen shelter services, housing connections, community partnerships, and long-term program sustainability while representing HAPCAP and the Sunset Shelter throughout the community.

          Program Administration, Compliance and Financial Management

• Oversee the administrative functions of the shelter and ensure operations meet HAPCAP policies, funding requirements, and applicable regulations.
• Manage budgets, grants and reporting requirements, monitor program performance, maintain accurate records and HMIS data, and work with HAPCAP leadership to identify and pursue funding opportunities.

Operations Management

• Lead safe, efficient, and consistent operations, including guest intake, occupancy, facility needs, emergency procedures, and resolution of operational concerns.
• Build strong relationships with emergency responders, service providers, and other community partners while ensuring the shelter provides a safe, respectful, and welcoming environment.

Guest Services and Community Partnerships

• Develop and maintain partnerships with housing providers, healthcare and behavioral health providers, government agencies, and other community resources.
• Ensure guests are connected to housing opportunities, benefits, employment, healthcare, transportation, and other supports, with a focus on helping people overcome barriers and move toward permanent housing.

Staff & Volunteer Development and Management

• Supervise, train, mentor, and support staff and volunteers while promoting accountability, professionalism, teamwork, and adherence to HAPCAP policies.
• Provide staff and volunteers with the training and support needed to effectively respond to guest needs, emergencies, and unique challenges of shelter operations.

What we are Looking For

• Bachelor's degree in social work, business, communication, public service, or a relevant field preferred. Other combinations of education, training, and experience may be considered.
• Three or more years of experience leading a complex organization or program as a primary contact with operational and staff management responsibility is required.
• Three or more years of project management experience in a fast-paced, service-oriented environment strongly preferred.
• Prior experience with grant writing and proposal development preferred.
• Must possess strong leadership, management, and organizational skills.
• Must have excellent written, verbal, interpersonal, and presentational communication skills.
• Must pass applicable background checks and demonstrate good character and responsibility with a high degree of confidentiality and integrity.
• Must be reliable, dependable, and willing to work flexible hours, including responding to incidents outside normal business hours when necessary.
• Must have excellent relationship-building and customer service skills.
• Must work effectively with employees, guests, funding agencies, government officials, community organizations, contractors, and the general public.
• Must possess a valid driver's license and reliable transportation.
• Must be able to bend, stoop, walk, sit, stand, and perform physical activities associated with the position. May require occasional lifting of 25 pounds or more.
