GoBus Director

For over 60 years, Hocking Athens Perry Community Action (HAPCAP) has worked to empower Southeast Ohioans through transformative programs that address the causes and conditions of poverty. With more than 30 initiatives and an annual agency-wide budget of over $30 million, we offer support in areas such as early childhood education, career development, transportation, community development, utility assistance, housing, health services, and more.

GoBus is Ohio’s rural intercity bus service, providing affordable transportation connections between communities that may not have access to other public transit options. The program connects rural residents to larger cities and regional hubs for work, education, healthcare, and other essential trips through coordinated routes operated by contracted transportation providers.

We are seeking a dynamic, mission-driven leader to join our team as GoBus Director. You will be our primary contact with ODOT, business partners, service providers, and communities, and will work with all parties to expand GoBus’ presence and ridership throughout Ohio and the surrounding region.

The Opportunity

You will lead the strategic management and administration of the GoBus program, including day-to-day operations, compliance, grant administration, safety management, customer relations, service planning, and staff supervision. What You Will Do

Strategic Planning and Development

• Develop and implement outreach efforts and strategies to build program awareness, customer satisfaction, and financial sustainability.
• Evaluate transportation trends, demographic data, and community needs to support future planning and decision-making.
• Help identify opportunities for growth, route development, and enhanced connectivity between underserved communities and major population centers.
• Positively represent HAPCAP and GoBus at meetings, conferences, public events, and stakeholder engagements.

Program Administration and Compliance

• Manage program activities in accordance with ODOT, FTA, and other applicable federal and state requirements governing intercity bus transportation.
• Work with the Transportation Director to develop and submit funding applications, grant proposals, and identification of new funding opportunities.
• Manage grants and funding requirements including application development, compliance monitoring, reporting, reimbursements, and recordkeeping.
• Monitor program performance and prepare reports using established metrics.

Operations Management

• Set goals and ensure effective, efficient, and safe daily operations including service delivery, customer service, contract and regulatory compliance.
• Work with the Transportation Director to plan and implement improvements, operational changes, safety enhancements, and management efficiencies.
• Investigate and resolve complaints, service disruptions, and other concerns.
• Assist in planning and implementing service expansions and mobility initiatives.

Staff Development and Management

• Supervise, train, mentor, evaluate, and support assigned GoBus staff.
• Promote and ensure accountability, professionalism, and adherence to agency policies and program requirements.
• Provide staff development, performance management, and workforce planning.

What We’re Looking For:

• Bachelor's degree in business, logistics, communication, public service, or relevant field preferred. Other combinations of education, training, and experience may be considered.
• 3+ years of experience leading a complex organization as a primary contact person with operational and staff management responsibility.
• Must have excellent relationship-building and customer service skills.
• Strong leadership, management, organizational, and communication skills (written, verbal, interpersonal, and presentation) are required.
• 3+ years of public transit or other transportation experience, prior grant-writing experience, proven project management skills, and working knowledge of ODOT, FTA, and federally funded transportation programs strongly preferred.
• Must pass applicable background checks and demonstrate good character and responsibility with a high degree of confidentiality and integrity.
• Must be reliable, dependable, and willing to work flexible hours, including responding to incidents outside normal business hours when necessary.
• Must possess a valid driver's license and reliable transportation.
• Must be able to bend, stoop, walk, sit, stand, and perform physical activities associated with the position. May require occasional lifting of 25 pounds or more.
