HAPCAP’s Transportation Division is dedicated to providing safe, reliable, and affordable transportation to all community members, advocating for services for those in need, and coordinating transportation efforts in our communities and beyond.

HAPCAP’s Child Development Division provides high-quality, comprehensive, and accessible early childhood education services to low income families in Hocking, Athens, and Perry counties.

Utility assistance

If you need assistance with your gas or electric bills, HAPCAP may be able to help. Our Community Services division offers the Home Energy Assistance Program (HEAP), the Winter Crisis Program (also known as Emergency HEAP), The Percentage of Income Payment Plan (PIPP), and Summer Cooling.
