HAPCAP’s Housing and Community Development Division is dedicated to providing quality community infrastructures for low-income individuals, families, senior citizens, and people with disabilities throughout Southeastern Ohio.

Everyone should have a place to call home.

The Housing & Community Development division of HAPCAP has partnered with many local, state and federal agencies to build housing developments for low-income individuals, families, senior citizens, and people with disabilities throughout Southeastern Ohio.

Alleviating hunger in our communities.

Located at HAPCAP's Regional Food Center, the Southeast Ohio Foodbank & Regional Kitchen has been working with federal, state and local organizations and community members to provide food to over 70+ food pantries, soup kitchens and congregate meal sites throughout Southeastern Ohio. We work together to combat our four feeding initiatives: feeding families, child hunger, senior feeding, and healthy eating.

Safe, reliable, and affordable transportation

HAPCAP’s Transportation Division is dedicated to providing safe, reliable, and affordable transportation to all community members, advocating for services for those in need, and coordinating transportation efforts in our communities and beyond.

HAPCAP’s Child Development Division provides high-quality, comprehensive, and accessible early childhood education services to low income families in Hocking, Athens, and Perry counties.

Utility assistance

If you need assistance with your gas or electric bills, HAPCAP may be able to help. Our Community Services division offers the Home Energy Assistance Program (HEAP), the Winter Crisis Program (also known as Emergency HEAP), The Percentage of Income Payment Plan (PIPP), and Summer Cooling.
