Housing & Community Development

Community Development

Everyone should have a place to call home.

In addition to partnering with local, state and federal agencies to build housing developments for low-income individuals, families, senior citizens, and people with disabilities, the Housing & Community Development division of HAPCAP offers a wide range of services to address the housing needs of the community including rent and mortgage relief, fair housing, home rehabilitation, weatherization, and repair.

HAPCAP’s Transportation Division is dedicated to providing safe, reliable, and affordable transportation to all community members, advocating for services for those in need, and coordinating transportation efforts in our communities and beyond.

The Southeast Ohio Foodbank & Regional Kitchen provide access to affordable, quality food resources to those individuals, organizations, and other entities seeking to mitigate food insecurity and promote good nutrition in an efficient, eco-friendly, and sustainable way, thereby supporting the mission and values of Hocking Athens Perry Community Action (HAPCAP), our parent organization.

Dedicated to childhood learning & development

HAPCAP’s Child Development Division provides high-quality, comprehensive, and accessible early childhood education services to low income families in Hocking, Athens, and Perry counties.

Payment assistance

If you need assistance with your gas or electric bills, HAPCAP may be able to help. Our Community Services division offers the Home Energy Assistance Program (HEAP), the Winter Crisis Program (also known as Emergency HEAP), The Percentage of Income Payment Plan (PIPP), and Summer Cooling.
