Home Energy Assistance Program (HEAP)
The Home Energy Assistance Program (HEAP) is designed to help eligible low-income Ohioans meet the high costs of home heating. In most cases, the one-time benefit will be a credit applied to your energy bill by your utility company (or fuel vendor). You do not need to have a disconnect notice to apply for regular HEAP. The total household income of an applicant must be at or below 175 percent of the federal poverty guidelines.
Exceptions to the Guidelines:
Families who live in federally subsidized housing where the heat is included in the rent are NOT eligible for HEAP.
How to apply for HEAP
You may apply online or at any of our three service centers. We accept walk-in appointments Monday - Thursday at each of our locations. The walk-in appointments are on a first-come, first-serve basis, however, we strongly encourage you to call (740) 868-1908 or visit hapcap.org/heapappt to schedule an appointment. Helpful hint: your appointment is not set until you listen all the way through and receive a confirmation number. Please bring the confirmation number to your appointment.

- Proof of gross income for the past 30 days for all household members
- A copy of the current electric and gas bills

Percentage of Income Payment Plan
Percentage of Income Payment Plus (PIPP) Plan is an extended payment arrangement that requires regulated gas and electric companies to accept payments based on a percentage of the household income rather than usage. Payment is 10% for total electric and 5% for duel utility.
To be eligible for the PIPP Plus program a customer must:
- Receive his or her primary or secondary heat source from a company regulated by the Public Utilities Commission of Ohio (PUCO) (Columbia Gas or AEP)
- Have a total household income which is at or below 175 percent federal poverty level
- Utility must be in the name of an adult household member
Graduate PIPP Plus
PIPP Plus customers who are either income ineligible or choose to leave PIPP Plus but still owe a balance on the utility bill and are in good standing with their utilities may enroll in Graduate PIPP Plus through the utility. Customers have 12 months on Graduate PIPP Plus to retire their arrearage(s).
Electric utility customers will pay:
- A transition amount of the average of the PIPP Plus amount and the budget amount
Gas utility customers will pay the average of the PIPP Plus installment and the budget billing amount.
Graduate PIPP must be set up through the utility provider.
Apply for PIPP Plus
PIPP Plus applications may be mailed to the Ohio Department of Development (HEAP Application), however, it is strongly recommended that applications be processed at the local community action agency for immediate results.
Appointments and Walk-ins will be available for all locations.
Please call (740) 868-1908 to make an appointment or apply online through the Ohio Department of Development. The account must be an active PIPP customer.
Applications can take up to 12 weeks to process.
Summer Crisis Program
The Home Energy Assistance Summer Crisis Program provides eligible Ohioans assistance paying an electric bill or assistance paying for central air conditioning repairs, or a window AC unit. The program runs from July 1 until September 30. Appointments will be conducted via phone or in person. Instructions on how to submit materials will be given during phone appointments.
The Summer Crisis Program assists households meeting one or more of the following criteria:
- an older household member (60 years or older);
- physician documentation proving cooling assistance is needed for a household member's health;
- a disconnect notice, have been shut off;
- trying to establish new service on their electric bill.
- a default on their Percentage of Income Payment Plan (PIPP)
How to Apply
To apply for the program, clients are required to schedule an appointment with HAPCAP. Appointments can be scheduled by calling (740) 868-1908 or walk in during business hours.
You Must Provide:
- Copies of your most recent energy bills;
- A list of all household members and proof of income for the last 30 days or 12 months for each member;
- Proof of U.S. citizenship or legal residency for all household members;
- Proof of disability (if applicable);
- Physician documentation that cooling assistance is needed for a household member’s health (if there isn’t a household member over the age of 60).
Winter Crisis Program
The Home Energy Assistance Winter Crisis Program provides eligible Ohioans with assistance paying a disconnect or with bulk fuel.
The Program provides assistance once per heating season to eligible households that are:
- Disconnected
- Threatened with disconnection
- Have less than a 10-day supply of firewood or less than 25 percent supply of bulk fuel in their tank
Households must have a disconnect notice, or less than 10 day supply of main energy heating source. Households with a gross income at or below 175 percent of the federal poverty guidelines are eligible for the Winter Crisis Program.
Requires an appointment with a HAPCAP intake worker either in person or on the phone.
How to Apply
To apply for the program, clients are required to schedule an appointment with HAPCAP. Appointments can be scheduled by calling (740) 868-1908 beginning Oct 17. Appointments are available in-person or by phone starting on November 1 - March 31.
Benefit amounts vary depending on heating source. Eligibility is determined once all required documents have been provided.
