Sunset Shelter Project

A non-congregate shelter (NCS) is a homeless shelter where each family or individual has a private space / unit with their own bathroom, bed, and kitchenette. Due to each space being private, guests will have access to their unit throughout the day and will not be obligated to leave during certain hours. 

HAPCAP was awarded funds to purchase and renovate the Sunset Motel. Funding comes from the HOME American Rescue Plan (HOME-ARP) Non-Congregate Shelter program, which is administered by the Ohio Department of Development. The program helps agencies like HAPCAP provide a safe and private living environment for people experiencing homelessness by supporting the creation and expansion of non-congregate shelters across Ohio.

Fall 2024

Hocking Athens Perry Community Action (HAPCAP) secured initial funding to purchase and begin renovating the former Sunset Motel at 135 Columbus Road, launching what would become the Sunset Shelter Project. 

Fall 2024 - Winter 2025

HAPCAP and the Athens Co-Create Housing Security group invited neighbors, civic leaders, and service providers into an open planning process ensuring community voices helped shape planning.

Spring 2025

Engaged RVC Architects for the design of the non-congregate shelter after a public Request for Qualifications process. 

The Ohio Department of Development awarded an additional grant to complete a comprehensive renovation of all on-site structures and add critical enhancements—dedicated community space, a laundry facility, playground equipment, and upgraded security lighting to keep the parking area safe and welcoming.

Ongoing 

Continue community conversations & consult with organizations who have experience and expertise while building renovations are underway.

Develop operational plans and practices for a safe, supportive shelter that the entire community can be proud of.

HAPCAP expects the shelter to be fully operational in the second half of 2026.

Individuals and families who are unhoused and need temporary housing while working to transition to permanent, stable housing with support from our partners and community resources.

The Columbus Road Shared Use Path Project has developed plans for an accessible multi-use path that includes plans for cross walks- and more. Completion is expected by summer 2026, coinciding with the settler's planned opening. 

We love the sign, and would like the opportunity to keep and restore it. However, the sign is not in great shape. Currently, we are exploring options as your current funding does not allow for any funds to be spent on repairing the sign. Updates will be provided as we learn more.
