Our main office in Glouster is home to the Housing Division, Community Services, Finance and Administration, Head Start, HEAP, CDBG, Dislocated Worker Program, Learn & Work Program, Go Bus, and much more.

In 2011 we completed the renovation of a new Glouster Community Center equipped with projectors, screens and plenty of space to be used for public or private use.

The Glouster Community Gardens are also located here.

The Glouster Head Start is home to the administrative side of the program. Head Start staff throughout the tri-county region meet here for trainings, meetings and discussions. Currently there are 12 Head Start employees stationed here.

The Early Head Start program is also available in Glouster. Currently there are 24 participants and 2 Home Visitors.

Our Regional Food Center was built in 1996. It is home to the Southeastern Ohio Food Bank, Senior Nutrition Central Kitchen, Logan Public Transit, Meals-on-Wheels, HEAP, CSFP


Our Senior Nutrition Central Kitchen is a state-of-the-art facility used to prepare meals for many of our programs throughout the year. It is available for rent and catering services.

Having moved to the COAD building in fall of 2015, this office houses most of the transportation programs for HAPCAP.
HAPCAP Transportation Services include Athens County Mobility Management, Athens Public Transit,
and Athens On Demand Transit.  Logan Public Transit is part of HAPCAP
Transportation Services and operated out of the HAPCAP Regional Food Center in Logan, Ohio.

Our Corning Head Start facility currently has 34 center based children and 24 home based children. It currently has 5 fulltime employees, 3 part time employees and two buses.

The Logan Head Start facility is located directly behind the Regional Food Center and opened in 2001. It currently has 80 children enrolled in Head Start, 12 enrolled in Early Head Start and has 13 staff members. It also has 4 Foster Grannies!

Completed in 1991 our Nelsonville Housing office is home to all of our housing operations for Hocking, Athens and Perry counties. Currently there are 25 employees that work from this facility.

This includes: Ohio Housing Trust Fund (OHTF) repair, Community Housing Improvement Programs (CHIP), the Home Weatherization Assistance Program (HWAP) and the utility funded programs EPP, OPAE AEP, and Warm Choice .

New Lexington

The New Lexington Head Start was founded in 1972 at the First United Methodist Church. However, they had so many children they soon grew out of that site and relocated to their current location in New Lexington.

Currently this facility provides services to 102 center based children, 36 home based children and 24 Early Head Start families. It is home to 22 staff members, 3 buses and provides services to Crooksville, Roseville, Red Field, Junction City, Somerset, New Lexington and Bristol

Our Perry County Service Center is home to one of our Home Energy Assistance Program (HEAP) offices and has been in operation there since 2009. From here clients can apply for HEAP, Emergency HEAP, the Summer Cooling program and PIPP plus.

Currently there are 2 permanent staff members and, during the winter months, 2 temporary staff members.
