Employment and Economic Development
The following projects are operated by the Employment Services Division.
WIA-Workforce
Investment Act:
Dislocated
Worker Services - up to 2 years vocational and technical job training
assistance for persons meeting dislocated worker status. Services
include tuition, books, travel, child care, and other supportive
services to allow displaced workers to retrain for new careers.
Youth
training services for in and out of school youth age 16 through
21 in Hocking County.
Public
Transportation:
Logan Public Transit is a public transit system serving the City of Logan, Ohio and 2 miles beyond. Since July of 2007 the system has been operated by Hocking Athens Perry Community Action. In its short history Logan Public Transit has continuously fulfilled its mission to provide safe, affordable, efficient and reliable transportation services. The system has experienced significant growth in the past year and our staff is excited about the brightness of its future.

Athens Mobility Management Program
Mobility Management seeks to optimize ALL transportation resources in our community. Helping to inform, improve, and assist specialized transportation needs for older adults, people with disabilities, and individuals with lower incomes through a wide range of general public activities. These activities look beyond a single transportation service or solution to a "family of services" philosophy that can offer a wide range of services and options to meet an equally wide array of community demographics and needs.
The activities and strategies that commonly fall under mobility management include:
- "One Stop" information centers that coordinate information on all transportation options and assistance to the community.
- Planning and implementation of coordinated services between local, state, private agencies and organizations.
- Communications with various segments of the community to solicit opportunities to assist residents with their transportation needs now and in the future.
This is an exciting new project serving the City of Athens and Athens County in a joint effort to coordinate transportation services for our residents. More information will become available here, as we continue to build a successful mobility program.
Rural Intercity Bus Routes
The City of Athens and ODOT have named HAPCAP the project administrator of the new Rural Intercity Bus Routes operating daily from Athens to Columbus and Athens to Cincinnati. These new over the road buses offer new and expanded service to our region as well as serving as connector routes in the Greyhound nationwide system. In addition to project administration, HAPCAP will team with the selected Bus Provider/Operator to promote the new system in the entire service area. More information will be available soon.
