Energy Assistance Programs Weatherization Assistance: Energy conservation services are provided to low-income homeowners and renters through the Home Weatherization Assistance Program, the Warm Choice Program, and the Targeted Energy Efficiency Program. Services include insulation, reduction of air leakage and repair/replacement of heating systems. Emergency Heating Assistance Program: The Home Energy Assistance Program is available during the winter heating season to prevent utility shut-offs, restore or establish utility service, and purchase bulk fuel supplies for income-eligible families. Cooling Assistance: The Summer Cooling Program is designed to assist the elderly and people with respiratory problems. You may qualify for a one-time payment of your electric bill if you or someone in your household is over the age of sixty or has a current respiratory condition verified by a doctor. The household must also be income eligible. The program typically begins in July, but can vary from year to year.
Percentage of Income Payment Plan: The Percentage of Income Payment Plan (PIPP) is an extended payment arrangement for income eligible customers of American Electric Power and Columbia Gas. Eligible customers are required to pay a percentage of their monthly household income (before taxes). Consumers are responsible for any unpaid portions or "arrearages" on their bill once they end participation or become ineligible for PIPP. Families are provided assistance with questions, enrolling and re-certifying for PIPP.
